Retirement Caps and Budget Politics

The White House budget proposal, just released, is being billed as "middle of the road"--marrying elements of the House and Senate budgets (neither of which stand a snowball's chance in the opposite chamber). Yet, what may be most bipartisan about this budget is the bipartisan opposition--possibly just what the president intended as he stares down potential party losses in 2014.
