Secretary of State John Kerry discussed President Obama's plan for a military strike on Syria, testifying before the Senate Foreign Relations Committee on Tuesday afternoon. Kerry presented what he called a targeted strike intended to "degrade and deter" Syrian President Bashar al-Assad's ability to use chemical weapons.
