In isolation, the arrest of Akil Mochtar, the head of Indonesia's Constitutional Court, on suspicion of corruption yesterday, could be passed off as an inevitable faltering step in the progress of a young democracy. But the truth is, it's just one more reason to feel that Indonesia - the darling of emerging market investors just a year ago - is not only flawed but in decline.
