The House of Representatives had voted to delay Obamacare's individual mandate to buy health insurance for one year. If enacted, this would result in a windfall of $35 billion. Congress could use this windfall to reduce the deficit, or invest it in socially useful projects. For example, it could restore funding to the National Institutes of Health. Republicans and Democrats should be able to agree on how to use this windfall.
