Today the festival of Diwali is being celebrated by Hindus - or people who just like ritual celebrations -all over the world. The 'festival of lights' marks a new business year, the victory of good over evil, light over darkness and knowledge over ignorance. Not much reason not to celebrate it, really. With a leap of the imagination, and one could almost call it a festival of governance.
