Ideas for Building Community at Large Condo Complex? -- Good Questions

Q: I live in a condo complex with nine buildings and over 130 units. Most are owner-occupied, and there is no common area other than parking lots. I'm looking for ideas on how to build a community in my complex -- I'd like to see us looking out and caring for each other, instead of just sharing walls. What can I do (on a shoestring budget) to encourage our tenants to come together?
