Walmart's $10 Million Plan Is A Good Start

Walmart now wants to bring manufacturing back to the U.S. and is creating a $10 million fund to support U.S. manufacturing. But a $10 million fund is a proverbial flea going out to war with an elephant. Assuming this is not a PR event, I have some suggestions for Walmart.
