A few weeks ago in Lillestrøm, Norway, cyclists and pedestrians were stopped and handed cash. The town was experimenting with a reverse toll, rewarding those on foot or two wheels for not driving. Everyone got a 100 kroner bill, about $15. The city saves $4 to $8 in transportation costs for every kilometer biked or walked.
