Any time snow and Washington are mentioned in the same sentence, at best, there's a whimper and, at worst, there's panic. Winter's first snowfall precipitated the customary traffic jams, Metro delays and tip-toeing, but it also spurred Washington VIPs to pause for a moment to admire it (and play in it).
