D.C. Councilman Jack Evans and his wife of more than four years, interior designer Michele Seiver, have split, according to several people who know the couple.The couple, who married in 2010, broke up sometime in the fall, their friends say. Seiver has moved back into her home in D.C.'s Spring Valley neighborhood, which she kept even after combining households with Evans.
