Rossen Milanov ably led the National Festival Orchestra -- a summer training program at the University of Maryland -- in its penultimate concert Saturday. The Bulgarian-born Milanov juggles five music directorships, according to his biography, and was associate conductor of the Philadelphia Orchestra for 11 years. Such a schedule demands efficiency, and that carried over to his music-making with his young charges, who seemed to adore him.
