Conductor Fisch, National Orchestral Institue excel at the emphatic

For one month every year, the National Orchestral Institute (NOI) assembles a group of musicians from around the country, ages 18 to 28, who constitute one of the best orchestras in the Washington area. This year's group performed its final concert Saturday night: at once a tour de force and a reminder that the conductor keeps hold of the interpretive reins, for better or worse.
