Venezuela Wants Oil At $70 Per Barrel: 'Fat Chance'

OPEC-member Venezuela is hopeful that an oil production cap agreement can be reached soon, calling for an oil price of $70 per barrel. Realities, however, suggest that neither a production cap nor $70 prices are on the horizon any time soon.
