Iran is reportedly coming around on the possibility of participating in an OPEC oil production cut later this month. Iraq, a recent hold out, is also expressing optimism that a cut will be reached. However, at the end of the day expect Iraq to go rogue and not sign up. Of all the OPEC-members it has the best reasons to hold out.
