Shoppers who visited a J.C. Penney Company (NYSE:JCP) store last year this time probably noticed that the shopping floor was well supplied with the right merchandise-- Liz Claiborne, J. Ferrar, Stafford, and the like -- and that there was a return of the old sale signs, bringing back store traffic. But
