C.I.A. Warning on Snowden in '09 Said to Slip Through the Cracks

When Edward J. Snowden worked as a C.I.A. technician in 2009, he was suspected of trying to break into classified files, but a report was never forwarded when he left to become an N.S.A. contractor, officials said.
