Senate to vote on budget bill, Boehner pledges House won't block it

The Senate prepared to vote Wednesday on a short-term bill to end the partial government shutdown and raise the debt ceiling, as House Republican leaders indicated they were ready to back down on their demands that the legislation rein in ObamaCare.
