BY ROBERT BURNS, THE ASSOCIATED PRESS WASHINGTON (AP) -- Investigators say the Air Force general fired in October as commander of the U.S. land-based nuclear missile force engaged in "inappropriate behavior" while in Russia, including heavy drinking and rudeness to his hosts. In response to findings by the Air Force inspector general, Maj. Gen. Michael Carey received what the Air Force calls a "letter of counseling" That's a form of discipline for misbehavior that's not criminal in nature.
