NATO Chief Says Russia Could Attack Ukraine Without Warning

General Philip M. Breedlove says the Russian troops located close to the Ukrainian border represent a potent threat. They are prepared to attack on a 12 hours notice and could accomplish their military objectives within three to five days, he says.
