US Joins Russia In Latest Race To Modernize Nuclear Arsenal

Secretary of Defense Chuck Hagel announced Friday a series of comprehensive reforms to the United States nuclear force, declaring that the Pentagon will spend billions modernizing the nation's arsenal.
