FAA studying military-style air-traffic backup system, Sen. Kirk says

Fifteen key air-traffic control facilities would take over airplane guidance during emergencies in which part or all of the primary control system is knocked offline, according to a $65 million proposal that U.S. Sen. Mark Kirk said Tuesday is under federal review.
