NewsWatch: The Fed fears lifting interest rates, ex-insider says

The Fed should have already started hiking interest rates but his being held back by a fear of liftoff, said Athanasios Orphanides, a monetary policy expert who worked at the U.S. central bank and was head of the Central Bank of Cyprus.
