Can Trade Sanctions Forestall War With N. Korea?

The ominous heightening of tension between the United States and N. Korea raises the question: Are there measures short of war that could deter N. Korea from developing or using nuclear weapons? One obvious candidate for an alternative approach would be economic sanctions.
