Dow rallies as U.S says trade war with China "on hold"

The Dow Jones industrial average rose at the start of the week after Trump's Treasury Secretary Steven Mnuchin cited "progress" in China-U.S. trade talks. The Dow has finished lower three of the past four weeks.
