Bernie Sanders' confusing new SCOTUS plan: Rotating judges?

Sen. Bernie Sanders announced Thursday night during the Democratic debate that Roe v. Wade would be his litmus test for new Supreme Court justices, were he to be president. But Sanders also slipped in another proposal that has at least former U.S. attorney extremely confused.
