New York State Fair slated to reopen amid easing of COVID restrictions for offices, gyms and stadiums

The governor touted New York's latest seven-day positive test average, which fell to just 2.1%, the lowest since Nov. 8, as he made the announcement from the State Fairgrounds outside of Syracuse.
